Obtaining consulate's notes from k1 interview!?

Hello everyone! We recently recieved word from USCIS/CA that our k1 petition which was returned from the consulate where we were interviewed for further review has expired. As per USCIS the petition was not denied but simply expire before it met the review process, isn`t that marvelous! We will be getting married this summer & will be refiling utlizating the k3 process. As of now we are unaware of why the petition was returned. My question: can I request then consular's notes? Do I need to complete any specific form(s)in order to get that process started? Will my senator's office have better luck at obtaining these needed notes? Thanks for reading & for your advices!
