Is there some kind of obd tool I can buy to diagnose an 88 chevy beretta, 2.0 automatic?

I had the car taken to a shop to repair break lines and when I got it back it wouldn't go into drive, there are some vacuum lines missing and I cant figure out where they go- I need to know if the transmission went out or if its something stupid like those lines, and they're trying to get my car back in the shop again- I haven't been able to find anything about these lines in my chilton book or car manual-Help!!
