How to make a low budget movie?

I am a middle cl Indian boy having a lots of experience in real life. my stuggles and hardwork are made me a strong man. I wish to make a movie as I have seen various people from all walks of life. I could vist 16 countries so far. I met so many people who work real hard yet not living at present but living for 2morrow. I wish to make a movie to give them a thought..but not sure where to start and how to go ahead. is anyone can advice me regarding this...is my desire just remain as a dream? thanking you for ur precious comments....
