Why was the USS Arizona not re-floated along with the other battleships?

The West Virginia, Nevada and California were refloated and later returned to action, while the Oklahoma was uprighted but never repaired. She was chosen for salvage operations, but why not the Arizona as well? Please don't take this question the wrong way as I didn't ask this to offend anyone.
